INSULATION RESISTANCE MULTIMETERS
INTRODUCTION
The code 51251 is a battery-powered, true RMS insulation multimeter (hereafter “the Meter”) with 6000
count display.
THE METER MEASURES OR TESTS THE FOLLOWING:
• AC/DCvoltageandcurrent
• Resistance
• Voltageandcurrentfrequency
• Diode
• Continuity
• Capacitance
• Temperature
• InsulationTesting

ThisMetermeetsCATIII1000VandCATIV600VIEC61010standards:inpollutiondegree2anddouble
injection.
CATIII:Distributionlevel,xedinstallation,withsmallertransientovervoltagesthanCATIV.
CATIV:Primarysupplylevel,overheadlines,cablesystemsetc.
UsetheMeteronlyasspeciedinthisusersmanual.OtherwiseprotectionprovidedbytheMetermaybe
impaired. See Table 1 for a list of symbols used on the Meter and in this manual.
Warningidentieshazardousconditionsandactionsthatcouldcausebodilyharmordeath.

Warning
Toavoidpossibleelectricshockorpersonalinquiry,followtheseguidelines:
• UsetheMeteronlyasspeciedinthismanualortheprotectionprovidedbytheMetermightbe
impaired.
• DonotusetheMeterortestleadsiftheyappeardamaged,oriftheMeterisnotoperatingproperly.If
indoubt,havetheMeterserviced.
• Alwaysusetheproperterminal,switchposition,andrangeformeasurementsbeforeconnecting
Meter to circuit under test.
• VerifytheMeter’soperationbymeasuringaknownvoltage.

• DonotapplymorethantheratedvoltageasmarkedontheMeter,betweentheterminalsorbetween
anyterminalandearthground.
• Usecautionwithvoltagesabove33Vacrms,46.7VacPeakor70Vdc.Thesevoltagesposeashock
hazard.
• Replacethebatteryassoonasthelowbatteryindicatory( ) appears.
• Disconnectcircuitpoweranddischargeallhigh-voltagecapacitorsbeforetestingresistance,
continuity, diodes, or capacitance.
• DonotusetheMeteraroundexplosivegasorvapor.
• Whenusingthetestleads,keepyourngersbehindthengerguards.
• Inordertocomplywiththesafetystandard,theMetermustbeusedalongwiththeincludedtestleads.
Anydamagesofthetestlead,mustreplaceitwiththesamemodelnumberandspecication.
• RemovetestleadsfromtheMeterbeforeopeningtheMetercaseorbatterydoor.Neveroperatethe
Meterwiththecoverremovedorthebatterydooropen.
• Complywithlocalandnationalsafetyrequirementswhenworkinginhazardouslocations.
• UndertheinuenceofRadio-FrequencyElectromagneticField&ConductedRadio-Frequency
ElectromagneticFieldphenomenon.Thecaptionedmodelhaveamagnicenterrorinfunctionmeasurement.
Itwillbebacktonormalwhentheinterferenceisremoved.
• Useproperprotectiveequipment,asrequiredbylocalornationalauthoritieswhenworkingin
hazardousareas.
• Avoidworkingalone.
• Useonlythereplacementfusespeciedortheprotectionmaybeimpaired.
• Checkthetestleadsforcontinuitybeforeuse.Donotuseifthereadingsarehighornoisy.

To avoid harm to you or damages to the Meter from electric shock, please do not attempt to
measure voltages higher than 1000V although readings may be obtained.
TheACVoltagerangesare:6.000V,60.00V,600.0Vand1000V.Ifovertherange,itdisplays“OL”.To
measureACvoltage,connecttheMeterasfollows:
1. InserttheredtestleadintotheVΩ terminalandtheblacktestleadintotheCOMterminal.

• Ineachrange,theMeterhasaninputimpedanceof10MΩ.Thisloadingeectcancause
measurementerrorsinhighimpedancecircuits.Ifthecircuitimpedanceislessthanorequalto10kΩ,the
errorisnegligible(0.1%orless).
• WhenDCvoltagemeasurementhasbeencompleted,disconnecttheconnectionbetweenthetesting
leadsandthecircuitundertest,andremovethetestingleadsawayfomtheinputterminalsoftheMeter.

• WhenDCvoltagemeasurementhasbeencompleted,disconnecttheconnectionbetweenthetesting
leadsandthecircuitundertest,andremovethetestingleadsawayfromtheinputterminalsoftheMeter.

Warning

high-voltage capacitors before testing resistance.
TheResistancerangesare600.0Ω,6.000kΩ,60.00kΩ,600.0kΩ,6.000MΩand40.00MΩ
Tomeasureresistance,connecttheMeterasfollows:
1. Inserttheredtestleadintothe terminalandtheblacktestleadintotheCOM terminal.
